Legal Passing: Navigating Undocumented Life and Local Immigration Law (UC Press 2019) analyzes the ways state and local immigration laws in the UnitedStates shape the lives of immigrants they directly target—undocumented residents from Mexico. Comparing restrictive and accommodating immigration measures in various cities and states, Dr. Garcia demonstrates that place-based inclusion and exclusion unfold in seemingly contradictory ways. Combining social theory on immigration and law as well as place and race, Legal Passing illuminates the human consequences of contemporary immigration federalism.
